Fuel and engines

Why does fuel need to be so expensive?
My nephew's grandfather, I'll call him C, knows a guy that seels gas and ethanol directly from the Petrobras producer. It's a guy that supplies the gas stations. He seels on the side for a few people he knows. C uses this guy's gasoline. Now compare. He pays $2,00 the liter of gasoline, a lot cheaper then in the station. His car makes 15 kilometers for the liter of gasoline with the normal gasoline. With the guy's gasoline, the one that should be, theoretically, supplied directly to people, his car uses 1 liter of gasoline every 25 kilometers. That's how much they mess with our pockets mixing ethanol to the gasoline.
C was nice enough to give my mother a whole tank of ethanol. He filled her up on his charge because he knows how hard things are for us. The price per liter: R$1,00. That's nearly HALF the price than in the station.
Where does our money go?
